    What Independent Film Auditing Is

    Independent radiographic film auditing is a straightforward idea: a qualified third party re-interprets radiographs that someone else shot, then checks the original call against the acceptance standard. It is a second, unbiased set of eyes on the welds. The auditor was not on site when the film was exposed and has no stake in the result, so the review is free of the internal pressure that can creep into a contractor's own sign-off. Done properly, an audit either confirms the original interpretation or flags exactly where it diverges, with the reasoning written down against the code.

    Why Owners Commission a Film Audit

    Most audits land on our desk for one of a few reasons. An owner wants quality assurance over a contractor's radiographic testing before they pay for it and rely on it. A dispute has flared up over welds that were rejected, or worse, accepted, and someone needs an independent ruling. Or a vessel or pipeline is about to go into service and the asset owner wants confidence that the film backing those welds actually shows what the records claim. In each case the value is the same: an impartial opinion that the people signing off can stand behind.

    What the Audit Checks

    The review runs in two stages. First comes image quality. The auditor checks film density and reads the image quality indicator, the penetrameter, to confirm the radiograph achieved the sensitivity the standard demands. If the film cannot show a fine flaw, the interpretation built on it means little. The auditor also checks that each film is correctly identified and that adjacent films overlap so no length of weld is missed. Only then does the interpretation of indications get assessed, weighing porosity, slag, lack of fusion and cracks against the code that governs the job. Where deeper or geometry-limited flaws are in question, phased array ultrasonic testing can be recommended as a complementary check.

    How the Audit Is Delivered

    You get a written report, not a verbal opinion. It states which films pass, which fail and why, all measured against the nominated standard. Where the audit disagrees with the original call, the report says so plainly and cites the clause behind the decision. That gives you a defensible record to take to the contractor, the client or the regulator, and it closes the loop on whether the radiographic program is actually doing its job.

    APEC audits radiographs to AS 2177 for radiography of welded butt joints in metal and to ISO 17636 for radiographic testing of welds, covering both film and digital. Acceptance is judged against the applicable construction code, and the audit confirms that the films and the interpretation together meet the nominated standard. The interpreters who carry out the work hold recognised RT certification to AS 3998 / ISO 9712, and APEC is a NATA-accredited inspection body, so the report carries weight with clients, regulators and insurers alike.
